February is Master Plan Meeting Month

Background

The Program of Annexation Settlement Agreement (PASA) is the court ordered process by which Reno, Sparks and Washoe County are mandated to decide how they will divide up the county for future development. Last month, a map suddenly appeared designating most new development and annexation towards the uninhabited areas north of Reno and Sparks. Pleasant Valley and Washoe Valley are omitted from the map meaning Reno and Sparks will not try to annex these areas (probably till someone wants them to). The triad approved this map. Much of the area approved for development is on federal land and it was reportedly news to the BLM. So presumably, when the map goes into effect the local and state governments will petition the federal government to relinquish the land.

The PASA will now be submitted to the Truckee Meadows Regional Planning Agency (TMRPA) for public comment, review and approval by the board. The board has to have meetings in each of the three governmental entities so the first one is in Sparks, the second in Reno and the third in Washoe County:

The DCA mentioned above regards areas that are deemed unbuildable because of flood plains, excessive slopes, etc.

Other Meetings

TMRPA regular meetings are scheduled for February 7th and the 22nd. The agenda and location of the one on the 7th is here. There is no scheduled discussion of the PASA but you can comment on it during the public comment period.

County Commission meetings are on February 14, 21, and 28th and the agendas are not up as of this article. Again, you can voice your opinion during the public comment period.
