			<content:encoded><![CDATA[<p><a href="http://www.rgj.com/article/20100418/NEIGHBORHOODS08/4180328/New-townhouses-proposed-near-Little-Washoe-Lake">RGJ today reported</a> on the continued plan to build townhomes at the corner of Hwy 395 and Eastlake Blvd:</p>
<p>The Washoe County Commission is reviewing plans for a new housing  development in the Pleasant Valley area.</p>
<p>Commissioners Tuesday  heard details of the Sierra Reflections development, said Grace  Sannazzaro, a planner in the community development department.</p>
<p>The World Properties  Inc. project calls for 147 townhomes on about 760 acres bordered by  Pagni Lane, U.S. 395 and Little Washoe Lake.</p>
<p>A public hearing is scheduled for April 27.</p>
<p>The project was  approved by the county planning commission in May 2006.</p>

			<content:encoded><![CDATA[<p>&#8220;I live Washoe Valley and love it!  Like many people, I walk my dogs at the main beach (off Lakeshore).  I&#8217;m unhappy to see more and more people are not picking up after their dogs in the area.  I don&#8217;t want to be accused of being overly sensitive, but the reason there are less places to walk our dogs is that people do not pick up after them.  Now your dogs go off in in the sagebrush, I&#8217;m not going to quibble, but on the beach and where people walk, try too pick up after them.  This seems to occur in other areas of the park too, but it seems to be worse at the beach.  Other than being unpleasant, we want to keep Washoe Valley beautiful&#8212;and wild, don&#8217;t we? </p>
<p>Maybe I&#8217;m missing something.  What do other people think?&#8221;</p>

<p>Washoe Valley has had an updated area plan for almost a year now.  The process took five years because valley residents defended their right to a rural lifestyle.  Our work is still not done.  The owners of the section at Washoe Hill and East Lake, known as the Weston or Ophir property, have sued to get municipal water and sewer for future suburban development.  The Regional Planning Governing Board has voted to settled the lawsuit allowing these demands.  At Tuesday’s meeting, the Board of County Commissioners will vote either in agreement with the RPGB (agenda item 17) or to defend the WV Area Plan against the lawsuit.  The settlement will jeopardize our Rural Development Area status potentially opening the flood gates for future speculation and urbanization.</p>
<p>Legal Representative<br />
The Washoe Valley Working Group has contracted a lawyer, Tom Hall, as our representative.  He will ask the Board of County Commissioners to defend the community against this lawsuit.  We are requesting that fifty or more citizens attend as a show of support for Mr. Hall and our rural residents.  Due to the complexity of the issue, no public comment will be necessary.</p>

The goal is to convince the Board of County Commissioners to defend us against the Weston lawsuit, to stop the practice of land owners and developers suing for entitlements, and to<br />

<p><em>&#8220;Early this morning while leaving for work there was a vehicle that appeared to be casing the neighborhood and paid particular interest to the mailboxes on the street. The sherrif&#8217;s department was notified and stated that they would send out an officer to check on the situation.</p>
<p>Having said that, I think residents should note that this is an easy way for a thief to intercept ID&#8217;s and /or bill payments from unsuspecting victims. Residents may also want to be sure to lock and secure thier homes before they leave for work or a trip into town or somewhere else. Finally, ask neighbors who might be at home to pay attention to people coming and going in thier area. (Kind of a neighborhood watch program.)</p>
<p>This is unsettling to me so I wanted to pass this on to others. I know that the peacefulness of the valley can often decieve and make us think that we are immune to these situations when in fact we really are part of a large metropolitan area and that we need to keep our guard up at all times.&#8221;</em></p>
<p>With the economy the way it is and more people falling on hard times there is more risk than ever that &#8220;big city&#8221; crime will move into rural areas. A friend of ours had his wallet stolen from his unlocked car up at Tahoe the other day in his previously &#8220;quite and friendly&#8221; neighborhood. Yeah, he was a dummy to do that anywhere but we can all be lulled in to carelessness the same way out in Washoe Valley.</p>

Ginger called me a few minutes ago to let me know that she was the victim of a home invasion last Sunday night at 10:15. Thanks to her having a large dog in the house the invaders were discouraged and left. Later Ginger found out from neigbors that a few low riders had been cruising the area. Anyway the upshot is that the WC Sheriffs Office is sending a rep down to talk to all interested parties about this. The meeting will take place at 7:00 on Wed the 25th at the Pleasant Valley School. Ginger said that you are welcome to call her at 849-0951 if you have any questions and she also encourages you to let others know.<br />
